He outlined four perspectives: consciousness as unique to the human brain, as a universal “mind-at-large,” as a continuum across biological and artificial systems, and as a virtual prerequisite for learning. This framework provides a clear lens to understand the limits of AI and its possible future directions. Dr. Thorsten Jelinek is a senior research fellow at Hertie School's Centre for Digital Governance (Berlin) and the Taihe Institute, and a PIFI Professor (visiting) at the Chinese Academy of Sciences, where his research centres on AI governance. He is a member of GEO’s AI4EO workgroup (Geneva) and co-launched one of the first industry data cooperatives for data sovereign collaboration. Dr. Jelinek is the author of The Digital Sovereignty Trap and co-author of several G20/T20 policy briefs on AI governance and digital sovereignty. He holds a PhD in sociology from the University of Cambridge, an MSc in social psychology from the London School of Economics, and a BA in information systems and software engineering from the Berlin University of Applied Sciences.
